Pŏr Nôrä Kēä (/pɔ̌ː/ /nɔ̂ːæ/ [blind] [crown]) is a subtropical Town located in the Doûvnḱínts̄r Region of the Confederation of Goblin Tribes.

The name Pŏr Nôrä Kēä is derived from the Goblin language, as Pŏr Nôrä Kēä was founded by Tsèdsí Trëkdsmê Trëkdsëm, who was culturaly Goblin.

Climate

Pŏr Nôrä Kēä has a yearly average temperature of 21°C (69°F), with its average temperature during the summer being a warm 30°C (86°F) and its average temperature during the winter being a cool 12°C (53°F). Pŏr Nôrä Kēä receives an average of 272 cm/y (107 in/y) of precipitation, most of which comes in the form of rain during the summer. Pŏr Nôrä Kēä covers an area of nearly 5 km2 (2 mi2), and an average elevation of 3868 m (12690 ft) above sea level.

Overview

Pŏr Nôrä Kēä was founded durring the late 15th century in fall of the year 1394, by Tsèdsí Trëkdsmê Trëkdsëm. The establishment of Pŏr Nôrä Kēä suffered from many setbacks, delays, and obsticles, most notably a group of Pŏr Nôrä Kēä which required millitary assistance exterminate before the community could finish being built.

Pŏr Nôrä Kēä was built using the conventions of Goblin durring the late 15th century. Naturaly, all settlmentss have their own look to them, and Pŏr Nôrä Kēä is no diffrent. The town's buildings feature masoned stone construction which prominantly features pointed arches, pointed ribbed vault cielings, flying buttress', and window tracery all of which share a simmilar gemoetetic patern halfway between organic and inorganic in design formaing a very distinct aesthetically integrated style. BUildings tend to reach for the havens, and more expencive homes are easily identified by their floor count as well as the addition of decorative features intigrated into the building's design such as statues, gargoyals, and embelished joinery.

Pŏr Nôrä Kēä is buildings have been located at convienant points along the lake Pŏr Nôrä Kēä was built upon. Navigating the town is therefore a little chalanging as the distance between buildings verris greatly and the premissive cobblestone streets flow where they are able to be made rather than folowing the most convienant paths. The town rests behind a thick wall made from clay bricks. The wall has all of the proper fortifications and is well made. Unfortuantly the nature of clay brick leaves it quite vulnerable to siege equipment, though the thickness of the wall lends it simmilar resistnace to a thinner hardrock wall. The town's millitarily questionable fortifications have recently undergone extensive repairs and renovations, such that the repairwork is imeadiently apparent and can be spotted due to the diffring ages of materials. One can't help but wonder what brought the need for those repairs to the town.

A look around Pŏr Nôrä Kēä has something terribly wrong with it. It’s impossible to put one’s finger on, but something is horribly wrong. Maybe it’s the way fog blankets the ground, but only in the connors of places. Maybe it’s the vermin scutteling between shadows in the corner of your eyes. Perhaps it’s the overcast sky which seemed to creep out of nowhere, or the distant howling of wolves. Maybe it’s everything together. Regardless, you do not feel it would be wise to remain in Pŏr Nôrä Kēä long.

Civic Infrastructure

Pŏr Nôrä Kēä has an Office of Civil Vicary, which is responsible for providing a livelyhood for all officialy recognised religious figures within Pŏr Nôrä Kēä.

Pŏr Nôrä Kēä has a Gravedigger's Guild, which is responsible for collecting the dead and laying them to rest according to all applicable laws and religious customs.

Pŏr Nôrä Kēä has a Highwayman's Guild, which is tasked with maintaining the roads and highways leading into town as well as keeping them safe for travelers.

Pŏr Nôrä Kēä has a monistary of an order of Civil Monks, who provide divine-related services to the general public and maintain Pŏr Nôrä Kēä's public wards, blessings, and other arcane systems.

Pŏr Nôrä Kēä possesses a Galvanic Power Grid, which brings galvanic current to most if not all buildings in town, and permits a great many consumer goods to function within the Town. Pŏr Nôrä Kēä's grid is powered by a direct leyline tap.

Pŏr Nôrä Kēä has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands.

Pŏr Nôrä Kēä has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.

Cultural Notes

Pŏr Nôrä Kēä's locals are divided into several castes. They may be organized by social role, by imputed nobility of birth, by ethnic origins, or any other dividing principle, but they cannot imagine any other way of organizing themselves. A hierarchy of castes is not inevitable, but there will be social and legal limits applied to ensure that each caste remains fixed in its function. The outside world may or may not respect these distinctions when dealing with the locals.

Pŏr Nôrä Kēä's town hall was built using a different architectural style from the rest of the town. The style used embraces individualism and experimentation. It emerged as a movement against traditional, classical styles and sought to make buildings dynamic and fun while breaking the rules. The style incorporated elements of previous architectural styles in exaggerated and whimsical ways. Traditional, conservative leanings were void in this era, with most scholars of architecture agreeing it was a time of “anything goes.”.

In Pŏr Nôrä Kēä most nights are accompanied by colorful ribbons of light in the sky.

The Weasel near Pŏr Nôrä Kēä are known to be quite timid.

Pŏr Nôrä Kēä's citizens partake in a curious ritual relating to their local kami. It takes place in summer and involves performance art to channel Augury energies of tier 3 via speaking in tongues.

In time immemorial, reportedly some time during the late 2nd century an unusualy harsh winter spawned a deadly blizard to Pŏr Nôrä Kēä. The ice, snow, and wind killed 267 people, 302 livestock, and destroyed 42. The event is remembered as Doom's Breath.
